Can't get IE 8 to download on my computer

I recently had a problem with IE.  From what I gather, Mozilla took over as my browser choice (against my wishes).  I have tried to download IE8 but it will not complete installation.  I then get get the message to go to IE* Troubleshooter installed as
icon on my desktop.  when I try to open it it give message to go to: http://go.microsoft.com/fwlink/?LinkID=106440.  When this action is attempted, I get a message that it cannot be found.  I have an HP with a AMD Quad processor, if that makes a difference.

I am so mixed up now.  1) Does anyone know what has happened to initiate the original problem?  2) How can I get IE8 to download and then become my choice browser.  I have always used IE.

How IE got changed from being your default web browser
 
During installation, most browsers display a message asking you if you want to use that browser as the default.
This must have happened when you installed Firefox.
To make IE your default web browser follow these steps
1.       Open Internet Explorer.
2.       Click the
Tools button, and then click Internet Options.
3.       Click the
Programs tab, and then click Make default.
4.       Click OK, and then close Internet Explorer.
Internet Explorer is now the default web browser.
Before you reinstall IE8, I would suggest you use the steps below to repair/reset your current browser.
Start Internet Explorer.
On the Tools menu, click Internet Options.
On the Advanced tab, click Reset.
In the Reset Internet Explorer Settings dialog box, click
Reset to confirm.

Tweak IE Options

• Open Internet Explorer.
• Go to "Tools > Internet Options > Advanced Tab".
• Uncheck "Enable third-party browser extensions".
• Click "Apply".
  
• Reboot your computer.
