Cannot open any of the 4 default Library Folders without receiving an error message?

If I attempt to open any folder in the Library (Windows 7), whether under Documents, Music, Pictures or Videos, I receive the error message "The file does not have a program associated with this action.  Please install a program or, if one is already installed,
create an association in the Default Programs control panel".  BUT, if I drag that same file out of the library and place it on my desktop, I am then able to open it's contents.  Any idea's on how to correct this issue?

1.    When was the last time it was working fine?
2.    Have you made any recent changes on the computer?
3.    Do you face similar issue with any other files\folder on the computer?
 
 
Refer the below Microsoft article and run the fix it tool available.

If the above step fails then check if the issue persists in the safe mode.
Start your computer in safe mode

Restart the computer to get back to the normal mode

Open Action Center by clicking the Start button Picture of the Start button, clicking Control Panel, and then, under System and Security, clicking Review your computer's status.

Make sure your computer has at least the minimum amount of random access memory (RAM) required to run the program that is displaying the error. Look for the program requirements online or in the packaging information.
