Desktop XP stuck in reboot loop in safe AND regular modes

Randomly one day, after no new downloads or activities, when I started up my computer it went through the first few steps then said something like "Windows encountered an error.  Restart in the last mode that worked: Normally, or in Safe, Safe with command,"
or something to that effect, counted down from 30 and started in the selected mode, then got to the XP loading screen right after it comes out of DOS, then restarted the process.  I tried starting it with all four mode options and got the same result, then
put in the CD I got with the computer to reload everything.  That had me reformat and I did after using the Backup option it had and restart from the CD rather than from the hard drive.  But now, even though the CD is no longer in it, every time it starts
up it goes to the screen from the CD asking me to reformat.  I am trying very hard not to lose my data, so even if that requires backing up my hard drive externally, I will be okay with that as long as I don't lose everything.

     Thanks for posting to the Microsoft Answers Forum.  So were you able to backup your hard drive?  If so, then the system restore function of the CD's that came with your computer should restore your system back to as if you had just got it.  If your system
restore CD's are not completing the install then you will need to check with the PC manufacturer.  It may be that one the disk is bad or you may need to try a different restore option.

Tweak IE Options
  • Open Internet Explorer.
  • Go to "Tools > Internet Options > Advanced Tab".
  • Uncheck "Enable third-party browser extensions".
  • Click "Apply".
  • Reboot your computer.
