Desktop Icons and Task Bar disapear when PC is connected to HDTV

I recently had to completley reinstall my Windows 7 OS on my DellE530 after a major failure of the hard disk.
Since my Windows 7 is an Upgrade version I had to first install XP and then 7.    Once done everything is now functional except the connection
to my Digital TV which had worked OK prior to the reinstall.    Now when I connect the PC to the TV using the same DVI connector on the PC to the HDMI connector on the TV I lose the desktop icons, everything on the Task Bar and the mouse cursor disapears..  
The baisc desktop image remains.   When I unplug the cable at either end the icons and other info returns.    During the reinstall opertation I also downloaded the latest Nvidia driver for my 9400GT display adaptor.   With the cable connected I am unable to
do any diagnosis as the there is nothing on the screen except the background display.
Any ideas will be appreciated.

Did you try to update the Drivers from Dell or Nvidia Website?
Method 1: Change the screen resolution and see if the issue occurs.
