Can't change my background in Windows 7 Starter

My netbook came with Windows 7 Starter preinstalled and I would like to change my desktop background..
But the problem is, when I followed the instructions, there is no personalization gallery found in my control panel.
What should I do? 
also, my netbook is a touch tablet..
can I upgrade my windows 7 starter to windows touch pack?? please help me..
