bcdedit cannot import file, element cannot be found,

Dual boot: 1st partition is 32, 2nd partition is 64.
I have used bcedit, bootrec, bootsect,...  No joy.
Got a bunch of "element not found" errors.
The partitions are good, and the 1st is active.
Attempting to create a new BCD store.
/import gives an error.
/rebuildbcd  displays the 2 partitions with windows folders.
F:\windows, C:\windows,  I type Y and enter and "element is not found" is displayed after the C: entry.
I have copied the boot records, and so on.
I have repaired the startup numberous times.
Partition error, fixed.
I have booted with a partition utility disk: all is fine.
/scanos     finds both installation.
I had been adding some audio plug-ins  and did a reboot and ____.
After a bit i did a last known good installation, and booted.
checked stuff, deleted temp files, did an image backup...
and then attempted to reboot and nothing: no boot device.
Spent the afternoon netting and trying all the stuff recommend.
The result is:
bcdedit    
the boot configuration data store could not be opened
the requested system device cannot be found
bcdedit /import   (tyring to create a new empty store)
the store import operation has failed
the required system device cannot be found
I am unhappy
