Boot into Safe Mode or Debug mode

I am having some WEB browsing issues and attempted to boot the system into Safe Mode (and Debug Mode)......I am able to get to the choice screen but when I choose, the system brings up the log-in screen but my mouse and keyboard are non-functional.
 The system boots into normal mode without these issues.........this computer was once on a corporate network...........I noticed that when I click the F8 key to bring the system up into boot choice, I see text that indicates the keyboard is not connected
or some such words.......XP Professional with SP3....Dell Precision 360.....not very technical
