Document inserted as an icon in Word cannot be opened

I have Windows 7 with Office 2010.
I send a Word Document (saved in Word 2003) to 64 Governors - with a embedded file in the document (shown as an icon).
All my Governors bar 1 are able to double click on the icon and open the document - and then save
it on their PC.
One Governor has Microsoft Vista and is unable to open the document.
I have no idea what version of Office/Word she is using but, if she has Vista, then maybe you can extrapolate from that.

What does she have to do to open the icon and see the document ?
